Barter and Speech have a lot of things in this game I would recommend those. Also in your SPECIAL I always put intelligence up high or use intensive training to get it up high because it gets you more points when you level, and because it helps Science which can be very useful, and of course Guns if you plan on shooting a lot. I actually gimped on speech on my new playthrough. I found that going with a speech heavy character makes you skip a lot of the content. 'INTELLIGENCE: Logic Co-Processor. This does NOT raise SP given when level up.

I just restarted my character, after a few hours of getting used to FNV. I'm currently rolling: S5, P1, E9, C1, I6, A10., L9 Perks: Small Frame, Trigger Discipline Tag: Guns, Lockpick, Repair.(9+1 from Small Frame Perk) I'm planning on playing a stealthy character.
A sniper rifle for long distances, an uzi or something like that for close range. I chose to keep Perception at 1 since it's basically useless under certain conditions. Pfft, not very useful for me. With 6 in Intelligence I get 13 skill points per level, +2 when I get Educated -15 points cover and max the skills I use pretty quickly. 5 Strength is more than enough for every non-heavy gun in the game. I decided to use Small Frame since I don't really care about broken limbs (playing on Normal non-hardcore for my first playthrough), and I save 4000 caps for another implant.
Luck at 9 for better crits, and Agility in 9 for more AP. Let's see how far this gets me, since besides from the very basics that carry over from FO3, I'm playing this game blind.

I actually have 4 favourites: - most badass melee weapon in the game period (and is one of the best to boot), if you think otherwise you are wrong:P - very efficient sniper rifle, does not pack a punch of the anti material but fires much much faster - you can never not look cool with 6 smooth barrels of death, load up this baby with AP rounds and everything dies (on normal the endgame goes down in one VATS round) - a classic plasma rifle from the original Fallouts, much more better looking then the F3 version, this is the real deal.
